New Plan To Nip Criminal Behavior Before Adulthood

A new plan is in the works in England to identify children as young as 3-years-old as potentially violent gang members of the future.

The effort is based on a new government report that states that the beginnings of teenage violence lies in early childhood experience, The Telegraph reported.

According to the report, warning signs of neglect, aggression and truancy are evident by the time children enter primary school.

Citing the study, The Telegraph reported that children classified as "at risk" by the age of 3 were more than twice as likely to have criminal convictions by the age of 21.
